On December 1, 2022, the emission standard of air pollutants for non road mobile machinery will be upgraded to the "national fourth stage"! What will construction machinery manufacturers do? What are the end users of construction machinery thinking?
On December 29, 2020, the Ministry of ecological environment and the State Administration of market supervision and Administration jointly issued the announcement on the release of four air pollutant emission standards (including standard amendment sheet) including "emission standards of air pollutants for oil storage depots" (Announcement No. 74, 2020), which officially approved the "emission limits and measurement methods of exhaust pollutants from diesel engines for non road mobile machinery (China No. 3 and No. 2) Four stages) (GB 20891-2014), which will be implemented as of the date of issue.
Official drop weight of construction machinery in the fourth stage of China
It is clearly stated in the notice of amendment sheet that "from December 1, 2022, all non road mobile machinery below 560kw (including 560kw) manufactured, imported and sold as well as diesel engines installed on them shall meet the requirements of phase IV of this standard. The implementation time of phase IV for non road mobile machinery above 560kw and its diesel engines will be announced separately. "
Emission limits and measurement methods of non road mobile machinery
This revision is mainly to improve and supplement the fourth stage of GB 20891-2014 emission limits and measurement methods of exhaust pollutants from diesel engines for non road mobile machinery (China third and fourth stages).
According to the amendment sheet, there are 18 amendments to the contents of GB 20891-2014, among which Article 3 specifies the specific implementation time of the Fourth National Congress of the people's Republic of China
From December 28, 2020, information disclosure can be carried out according to the fourth stage technical requirements of this standard.
From December 1, 2022, all non road mobile machinery below 560kw (including 560kw) manufactured, imported and sold and diesel engines installed shall meet the requirements of phase IV of this standard.
The implementation time of phase IV for non road mobile machinery above 560kw and its diesel engines will be announced separately.
From December 28, 2020, the implementation of relevant local standards will stop.
China Construction Machinery Industry Association released the news on its official website for the first time, and said: "the association will arrange and deploy as soon as possible, organize propaganda and implementation, industry exchanges and other supporting work, so as to ensure the smooth transition of construction machinery industry from" national three "to" national four "emission stage."
The fourth stage emission standard for non road mobile machinery will be officially implemented on December 1, 2022
Looking back on the long road of construction machinery "national Fourth"
It has been shown in the revised draft of the standard that although the GB 20891-2014 standard in 2014 puts forward the predictive requirements for the fourth stage emission limits of non road mobile machinery, it does not specify the implementation time of the standard. After the implementation of the third stage standard in 2015, the former Ministry of environmental protection immediately organized the standard preparation unit to continue to carry out relevant research, supplemented and improved the content of the fourth stage standard based on the relevant provisions of GB 20891-2014, and refined the relevant technical requirements.
On February 22, 2018, the general office of the Ministry of ecological environment issued the technical requirements for pollutant emission control of non road mobile machinery and diesel engines installed on them (Draft for comments) for the first time;
On August 19, 2018, the general office of the Ministry of ecological environment issued the "technical policy on pollution prevention and control of non road mobile machinery". For non road mobile machinery powered by compression ignition engine (such as diesel engine), the control target is to reach the national fourth stage emission control level by 2020, and to be in line with the world's most advanced emission control level by 2025;
On January 4, 2019, the general office of the Ministry of ecological environment issued the "action plan for pollution control of diesel trucks" to "strictly manage new engines, non road mobile machinery and ships. By the end of 2020, the fourth stage emission standard for non road mobile machinery will be implemented nationwide. Imported second-hand non road mobile machinery and engines shall meet the current national emission standards for new non road mobile machinery. "
On February 20, 2019, the general office of the Ministry of ecological environment issued the revised draft of emission limits and measurement methods of exhaust pollutants from diesel engines for non road mobile machinery (China phase III and phase IV) (gb20891-2014) and the first draft of technical requirements for emission control of pollutants from non road diesel Mobile machinery. On September 28, 2020, the second draft was issued.
Emission limits of exhaust pollutants from diesel engine of non road mobile machinery
On December 28, 2020, the Ministry of ecological environment and the State Administration of market supervision and Administration jointly officially issued the amendment notice of "emission limits and measurement methods of exhaust pollutants from diesel engines for non road mobile machinery (China phase III and IV)" (GB 20891-2014). It is clearly pointed out that the standard amendment sheet has the effect of compulsory execution, and will be formally implemented from the date of issuance of the amendment sheet.
On the same day, the general office of the Ministry of ecological environment also officially issued the notice of "technical requirements for pollutant emission control of non road diesel mobile machinery", which clearly indicated the implementation time of the fourth stage emission standard: December 1, 2022.
Influence geometry of construction machinery industry chain
Now, for construction machinery manufacturers, the formal determination of the implementation time of the fourth national emission standard for non road mobile machinery will greatly accelerate the iterative pace of the fourth national emission standard for main engine manufacturers and engine manufacturers, as well as the market positioning of the fourth national emission standard.
What many manufacturers need to consider is that switching to the fourth national emission standard means upgrading the engine emission standard. The overall product performance and fuel consumption performance of construction machinery and equipment need to meet the fourth national emission standard. Investment means cost. If the price of equipment rises more or less, it will directly touch the sensitive nerve of the market, because with the sales volume of 300000 excavators in 2020, we all know that there is a "price war" among them.
How much of the increased cost due to the upgrading of the fourth national standard will be passed on to the users who purchase the equipment? What will happen to your market share after the price increase? Especially for many big brands with declining sales, it's hard not to go with the flow and reduce prices. Dare to raise prices?
For end-users of construction machinery, especially for many excavator owners with equipment, they need to care how many years their (national third emission) equipment can last? In what way will it exit?
Especially for those excavator users with high residual value and high quality, if the equipment is forced to be scrapped, will there be compensation?
At the same time, in the next few years, when purchasing new equipment, do users consider waiting or purchasing equipment that already meets the national four emission standards? Or to consider the purchase of construction machinery manufacturers will soon promote the three models?
No matter what you plan, you need to think about it
